We have a lead on a potential client who runs two separate businesses, both are franchises, from one address. One is a garage door business and the other is a carpet cleaning business. The businesses have different DBAs and different phone numbers, but have the same street address.

Will Google try and merge these into one? Is this something that can even be done with Google's guidelines? Thanks!

By trying to clean up old NAP data and pushing correct data out, with the businesses having the same address, are we just taking one step forward and two steps back here? Is it worth it? Thanks!

Since you did 2 threads with same title and same 1st paragraph I was doing to delete one as a dupe. But then noticed the last Q was different on each, but still same title, client and general issue. So merged into one thread to eliminate confusion and volunteers here dividing up their efforts.

Businesses in the real world share addresses all the time. Think of an office building with multiple businesses sharing the address. As long as the phone number, business name and categories are different you should be ok.
