GBP suspended for a year and no longer in account, not recoverable?

1) profile was suspended over a year ago

2) business owner created new profile at that time and got it verified

3) now business owner would now like to recover the reviews/images from the old profile, but the profile is no longer listed in his Google account at business.google.com

I'm thinking that if the old profile isn't in his account, it's been deleted for good and those reviews/images are not recoverable and can't be merged.

Before I completely dash his hopes though, I wanted to double check here to see if anyone has any experience with this or has any further ideas that might help him,
