GMB Bulk Upload Not Working

Hi guys, I've had a similar issue and can't find a solution anywhere. Stumbled upon this forum while searching for answers, I really hope one of you can help. My issue is as follows;

I'm trying to bulk import and verify 25 business locations for my client on GMB
I set up a GMB by account by claiming one of the locations, then created a location group
I filled out the template for a bulk import of locations and it initially tells me that there are no errors and 25 new locations will be created but then when I apply I get an error message on my details spreadsheet saying I've exceeded my daily limit.

Can anyone highlight something I've done wrong or suggest a way around this issue? I'm stumped and Google support have ignored my requests for help.
I'm still getting that exact same issue! Email support has been horrendous (they don't know what they're doing and keep repeating the same questions to me). I've DM'd them again on Twitter. We'll see what happens.

I'm going to copy and paste something from Krystal on the GMB forum over here:

"This is working as intended.

If you haven't been bulk verified, there's a limit to the number of business listings you can create per Google Account in a given time period. Listing creation thresholds for bulk spreadsheet upload are based on the number of verified listings you already have in your account. These limits exist to help maintain the integrity of listings on Google.

If you need to request bulk verification but are unable to add all locations to your account, add as many as allowed and attached the full sheet of locations to the bulk verification request.

If you are ineligible for bulk verification, your listing limit per time period will increase as the number of verified listings you manage rises.

Additionally, you can own a maximum of 100 listings created prior to October 2017 (including Google+ brand pages and YouTube channels). However, there's no maximum limit for listings created from October 2017 onwards. You can own any number of listings created from October 2017 onwards."

Here's what GMB support just DM'd me on Twitter:

"After taking a look into your case and the video provided, I can see that our specialist advised to add the listings manually before requesting bulk verification, which is correct. You can find the information in the following link: http://spr.ly/60111p3J5 You would want to add at least 10 of the locations before requesting bulk verification. The instructions state, 'Upload your spreadsheet to Google My Business. Add all of the locations you manage before uploading your spreadsheet. Review the common issues that delay bulk verification to make sure your locations are verified as quickly as possible.' While the instructions advise to add all of the locations, just adding 10 of the locations will save you some time."

@JoyHawkins Now I'm being told by support that they don't do bulk verifications if the business names are different (if it's not a "chain" - their word). The corporation has a headquarters, plus 13 subsidiaries (most of them have multiple locations each) - totaling 41 locations. Almost all of them use the corporation's website.

Is what they're saying correct?

Coordinating mailed PIN verification codes for 41 different locations would be a nightmare :/
