Multiple local pages for the same location?

Hi everybody,

my customer runs his medical practice in Berlin, the capital of Germany. His medical practice borders on three districts. He wants to generate customers from all three districts.

My questions are:

1. Is it advisable to create three local pages on his website with optimized content for a city district - even if the same address is stored on every local page?
2. Can it happen that Google interprets this as spam?
