Reporting SPAM when addresses are hidden... how?

Hello All!

I work with a plumbing company in Sacramento. In my research over the years, I've found a serial spammer who resurfaces from time to time. Until recently, I was able to report the listings as SPAM. There is a recent barrage of spam in the Local Plus index by a long known Spammer. He operates with a suspended contractor's license as well (https://www2.cslb.ca.gov/OnlineServices/CheckLicenseII/LicenseDetail.aspx?LicNum=916322).

All of the phone numbers go do the same person and the company names vary from All Star to Pipeline (see license as "AllStar Pipline Plumbing"). I wrote to local-help@google.com about this issue. I can't report it in Map Maker because this feature is not allowed for hidden addresses, so I'd like to ask this community of experts where you might suggest a report be filed?

Do a Web search for the business name that appears in the listing. If the listing pops a Local Knowledge Panel (LKP) you can often report the listing by clicking on the Feedback link below the LKP.
