It is frustrating that all attempts to reach out to Google for some explanation/resolution have gone unanswered for the last 4 months.

Yes, the frustration on this is very real, and you are in good company with the world's entire local business community on this one. Google has never gotten reviews right...never...not since day one. There have always, always been problems, and frankly, I would applaud them totally devaluing whatever effect reviews may have on rankings until they get their internal system sorted out. It is totally unfair that spammers continue to get away with ridiculous reviews while legitimate business owners struggle so hard to try to learn the system, only to have their reviews fail to publish due to systematic problems.
