How do YOU target a primary location where your client is not based?

We did a test and removed the embedded Google map and SCHEMA'd address for a client whose primary location is a city where he is 15 miles away from (in the UK). We noticed this has improved the rankings slightly (from a constant static position in the last few months).

We're rethinking the way we structure our sites as many of our clients are SABs targeting multiple locations (often based outside these locations).

How do YOU personally manage clients who are targeting locations they aren't based? What's the site structure you go with?

Also, what do you think about the findings we have to do with the above?
