True or false? Google can't remove a review that has been replied to

I got this information second hand from a Product Expert who thought they heard it somewhere else, so I wanted to check to see if anyone can confirm it.

If it's true, can a business owner delete the reply before asking for its removal, would that work?

This is completely false. Google will only remove a review that violates the TOS.

Understood, but if a reply breaks the TOS, can Google still remove it after the owner has replied to it?

As long as the review is in violation, Google will remove it. It doesn't matter if the business replied to the review or not.
