Why so many changes in GMB bulk accounts?

Hi,

I have a continued issue where I have two GMB bulk accounts with over 30 locations in them. It seems like twice a month I go in there, and for 75% of them it says "Download not enable" and I have to review the data and submit it. . . but, when you go into the review the data, there is nothing that has changed?

This seems to continue to happen and there doesn't appear to be any change to the data. What is going on here?
