Will GMB consider a review placed by a customer who was taken to court for a Judgement recovered by the business as Spam or Fake Comment?

A business received a bad review on Google Maps three weeks ago from a customer who had a judgement placed on them in April 2014.
The business recovered the amount of the judgement. The business has not heard from the client since April 2014. The review is false.

Will GMB consider this as a policy violation for Spam and Fake Comment for:
"Your content should reflect your genuine experience at the location and should not be posted just to manipulate a place’s ratings."?

Proof of the judgement can be provided.

The review is shown here:

"This Company was hired to wire my house ..Did not complete the job . The work that they did was good but failed to complete. Not to mention their employees left the front and back door open over night while new appliances and other materials was in the house. Had to repaint the living room due to moisture spots along the living room walls."
